Loans at 0% for 10 years plus grants, across three categories (targeted job creation; rail network improvement; industrial spurs/access). Minimum 20% local match on loans. Eligible: cities, counties, railroad users, companies, MPOs/RPAs, all railroads. FY2025 round: $3.3M to four projects supporting 201 jobs (historical, not a forward cycle).
