The ARRA tranche of federal funding for the San Francisco-Los Angeles high-speed rail system authorized under 2008's Proposition 1A ($9B in state bonds, no completion year or cost specified in the measure itself). The $2.5B ARRA grant was "fully expended by the statutory deadline of October 2017." As of August 2025, $13.8B total had been spent system-wide; 80 miles (67%) of Central Valley guideway is complete and ready for track-laying with 58 civil structures finished, but no high-speed track has been laid anywhere. Revenue service on the Merced-Bakersfield initial segment is now projected for 2032, with full system cost estimated at $89-128B.

Chicago-to-Moline (Quad Cities) Amtrak passenger service, announced October 25, 2010 with $230M in federal funding and a promised 2015 service start. BNSF-owned-track improvements and the Moline station are complete; the Wyanet-Moline segment on Iowa Interstate Railroad-owned track only reached a formal Preliminary Engineering agreement (IAIS/IDOT/BNSF/Amtrak) on September 30, 2024, now under FRA review. As of mid-2026, service has still not started (current target: 2027), and the federal funding underpinning the remaining work was set to expire July 31, 2026, with lawmakers publicly calling for an extension.
